EY Research on ViDA,
E-Invoicing and Digital Reporting

Prepared by EY for the Dutch Ministry of Finance, the report examines how the Netherlands could approach the implementation of ViDA, e-invoicing and digital reporting. It addresses legal, operational and infrastructure-related questions, including implementation scenarios, the impact on businesses, comparisons with other European countries, and the role of digital infrastructure in enabling compliant and scalable adoption. At its core, the research was commissioned to assess two key questions: whether the objectives and conditions for e-invoicing and digital reporting infrastructure should be set out more explicitly in regulation, and what the advantages and disadvantages would be for the Netherlands of introducing mandatory domestic e-invoicing and digital reporting.
Among its key findings, the report points to a broad preference for Peppol as the most suitable infrastructure for the Netherlands, based on interoperability, scalability and international alignment. It also concludes that a broader domestic rollout of e-invoicing and digital reporting offers greater long-term benefits than a cross-border-only approach, including higher efficiency for businesses, improved tax oversight, higher expected tax revenues and the potential to support partially pre-filled VAT returns.
SEEBURGER contributed practical expertise on the technical implementation of e-invoicing and digital reporting. This includes interoperability across ICT systems, the role of service providers and access points in exchanging structured invoice data, and the integration of e-invoicing and reporting processes into existing ERP and software environments.
